I am getting an error that the Windows Installer is not installed correctly when I try to install (I haven't installed an .msi file for sometime). So I downloaded and installed Windows Installer 3.1  from Microsoft: http://www.microsoft.com/downloads/details.aspx?familyid=889482FC-5F56-4A38-B838-DE776FD4138C&displaylang=en

But I am still getting the same error - any suggestions?

There might be some problem with your windows, try to contact Microsoft regarding this and might be able to give you a correct solution. Which windows are you running at the moment ?
